MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 10th January 2022 at 7.00 pm

1 APOLOGIES
An apology was received from Councillor R Bell.
Following communication, during December, with the Chairman, Neil Sharpe had offered his resignation. This had subsequently been reported to Boston Borough Council and the Notice of Vacancy had been received. It was noted that if no request for an election is received by the 26th January 2022 the Parish Council will be able to co-opt.
2 MINUTES
2.1 The minutes of the parish council meeting held on the 8th November 2021 having been previously circulated were approved and signed by the Chairman.
3 MATTERS ARISING
3.1 It was noted that the grass at the side of the footpath between the church and Bede Crescent was still an issue, and that it was not wheelchair friendly. This had been reported on several occasions and again noted by Councillor Skinner.
3.2 Councillor Skinner stated that the signage at the top of Hall Lane was still ongoing.
3.3 The overgrown hedge near the Church was still an issue which Councillor Pinner was dealing with.
3.4 Village Magazine - It was noted that a copy had been produced in December, but although promised no copies had been received in Benington. It was hoped that copies would be available at The Beonna in future.
4 DECLATIONS OF INTEREST
4.1 Councillor Pinner declared an interest in 8.3, regarding the precept for the Beonna as he is chairman of the BCHT.
5 PLANNING
5.1 B/21/0442 - No decision had yet been made on the application for the proposed change of use from village hall to residential dwelling at Village Hall, David’s Lane for Miss R Grant. It was recorded that the amended plans had been discussed between meetings with no objection.
6 PARISH MATTERS
6.1 Highways - No further issues noted.
6.2 Councillor Grant Scheme - Councillor Pinner updated the council on the application he had made regarding upgrading the entrance to the playing field, and improvements to the Bramble Patch. This was still ongoing.
7 CORRESPONDENCE
7.1 Numerous emails including those from LALC, had been forwarded to all councillors.
7.2 Clerks & Councils Direct – The January issue was handed to Councillor Pinner.
7.3 Information had been received from Citizens Advice regarding the Migrant Worker Helpline, no further action.
8 FINANCE
8.1 The clerk presented the up-to-date accounts and evidence of the bank balance together with the precept spending to date. It was noted that the wayleave payment from Western Power for £12.64 had yet to be banked.
8.2 The clerk stated that she had added the Bus Shelter to the insurance policy, the additional fee being waived.
8.3 The following payments were discussed and agreed, including those approved between meetings.

8.4 Precept for 2022/23 - This was discussed in detail, and it was agreed to keep the precept at the same figure as the previous year, £17,500, which would amount to approximately £103.00 per household per year.
9 NEXT MEETING
9.1 The next meeting was arranged for 7th February 2022, at 7.00 pm at the Beonna.
There being no further business the Chairman thanked those in attendance and closed the meeting at 8.20pm
