MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 19th JANUARY 2026 at 7.00 pm.

1 APOLOGIES were received from Boston Borough Councillors P Bedford and D Broughton.
 
2 MINUTES
The minutes of the Parish Council Meeting held on the 24th November 2025 having been previously circulated were approved and signed by the Chairman.
 
3 NO MATTERS ARISING
 
4 NO DECLARATIONS OF INTEREST 
 
5 PLANNING
5.1 B/25/0314  -  The conversion of garage to self-contained accommodation including alterations and extension (works already started) at Bay Hall, Hall Lane had been granted, and it was noted that one of the conditions was that it shall remain incidental to the use of the holiday accommodation and the occupation shall be limited to a person employed as a caretaker
 
5.2 B/25/0244  -  Nothing further on the application for a Statutory Consultation notice under section 42 of the Planning Act 2008 and the Infrastructure Planning Regulations 2009 to Boston Borough Council for project EM020036 for the proposed Grimsby to Walpole Project. 
 
6 PARISH MATTERS
6.1 Highways  -  Councillor Arundell gave an update including the government proposals for the devolution in the county.  Proposals had been sent to the government, but a final decision would not be made or implemented until at least April 2027.
 
Councillor Fenwick stated he had reported the 40mph sign near the Playing Field which had displaced, no action to date.  Councillor Arundell also made a note.
 
Work on West End Road was reported to be progressing well.
 
The possibility of solar powered speed signs would be further investigated and discussed at a future meeting.
 
6.21 Play Equipment Fencing  - Councillor Arundell stated he would make enquiries regarding funding.
 
6.22 Playing Field Usage  -  No further details had been received, although it was noted that £10 had been paid into our bank account from the British School of Sports.
 
6.3 Annual Playground Inspection  -  Enquiries to be made as it was not known if the inspection had taken place.  
 
7 CORRESPONDENCE
7.1 Several emails including those from Boston Borough Council, Lincolnshire County Council and LALC, had been forwarded to all councillors. 
 
7.2 The January edition of the Clerks and Councils Direct was handed to the Chairman.
 
8 FINANCE
8.1 The clerk presented the up-to-date accounts, including the precept update for the current financial year.  It was noted that a further account had been paid to T A Blackmore’s and the Wayleave cheque received and paid in.

8.3 The precept for 2026/27 was discussed in detail.  The quote from T A Blackamore, showing an approximately 3% increase, for the grass cutting was accepted and the invoice for the footway lighting was noted, this now showing the reduction in electricity costs with the change of lighting.  Consideration was given to the amount in reserves, and it was agreed to lower the precept to £18,000. 
 
9 NEXT MEETING
9.1 The next meeting was arranged for 16th February 2026, at The Beonna, commencing at 7.00 pm.
 
10 FURTHER BUSINESS  
Councillor Pinner stated he would look at the possibility of solar lights on the Bus Shelter.
 
 
There being no further business the Chairman thanked those in attendance and closed the meeting at 8.10 pm.
