BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY  17th AUGUST 2020 at 7.30 pm

The Chairman opened the meeting by welcoming all those present to this face to face meeting since the coronavirus pandemic had started.

1   APOLOGIES were received from Councillors R Bell and N Sharpe

2   NO POLICE MATTERS

The Clerk stated that she had contacted the Police regarding the meeting, but no communication had yet been received.  Several Quad Bikes were using the playing field and it was agreed this information be forwarded to the Police.

3   MINUTES

3.1   The minutes of the parish council meeting held on the 9th March 2020 having been previously circulated were agreed and signed by the Chairman.

3.2   The minutes of the parish council audit minutes held during May 2020 having been previously circulated were agreed and signed by the Chairman.

3.3   The minutes of parish council regarding council planning and finance developments between April and July 2020 (during coronavirus lockdown), having been previously circulated were agreed and signed by the Chairman.

4   NO MATTERS ARISING

5   NO DECLARATIONS OF INTEREST
   
6   PLANNING 

6.1   B/20/0121 – Application under s.73 for the variation of condition 2 (approved plans) in order to change the surface material of the car park, surface water disposal and marking out of bays and the removal of condition 5 (lighting) of planning permission B/13/0368 at All Saints’ Church.  Still awaiting decision, Councillor Bedford stated he would make enquiries regarding the delay.

7   PARISH MATTERS

7.1   Highways – Councillor Grant stated he would report several potholes, including those on West End Road.   The condition of Finkle Street was again mentioned and Councillor Gostelow stated he would investigate.

7.2   Playing Field – Nettle Patch – Councillor Pinner reported that this had not been dealt with due to the lock down.  Work on the building up the corner to restrict access, other than through the gate had been done.

7.3   Bus Shelter – This was still ongoing and would be followed up.  

7.4   Community Speed Watch – To be kept on the Agenda for further consideration and investigate any possible funding opportunities.

7.5   Beonna  -  Councillor Pinner gave an update, reporting that in line with other venues the Beonna had been shut during lockdown.  Whilst the cubs/scouts had not yet commenced using the Beonna, they had moved a storage container onto the car park.  He also stated that it was hoped to open for the Heritage Open Day on the 19th September, and that a new manager had been appointed.

7.6   Parish Council Website – The clerk reported that she had undergone further training, and like other Parish Clerks had only made extremely limited progress.  She would let councillors know the new website address in due course.

8   CORRESPONDENCE

8.1   Scope – ongoing.

8.2   Clerks & Councils Direct – The July edition was handed to Councillor Pinner.

8.3   Quantum Air Fibre Access  -  Correspondence received regarding the Fibre Programme they can offer to residents.  A meeting had been arranged at Leverton on the 14th September 2020 and full details would be forwarded accordingly, with a notice for noticeboard.

9   FINANCE

9.1   The Clerk stated that the 2019/2020 audit documents had now been forwarded to the External Auditors and an acknowledgement had been received.

9.2   The Clerk presented the up-to-date accounts, together with evidence of the bank balance to date.

10   NEXT MEETING

10.1   The next meeting was arranged for Monday, 21st August 2020 at 7.30 pm at the Beonna.

11   FURTHER BUSINESS

11.1   It was agreed a letter should be sent regarding the light (which had been taken down) in West End Road.  This would be dealt with by Councillor Pinner.

There being no further business the Chairman thanked those in attendance and closed the meeting at 8.05pm
