BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 4th April 2022 at 7.00 pm

1   APOLOGIES

1.1   An apology was received from Lincolnshire County Councillor P Skinner.

2   MINUTES

2.1   The minutes of the parish council meeting held on the 7th March 2022 having been previously circulated were approved and signed by the Chairman.

3   MATTERS ARISING

3.1   The grass at the side of the footpath between the church and Bede Crescent was still an issue.  

3.2   The signage at the top of Hall Lane was still ongoing.

3.3   The overgrown hedge near the Church had been reported to the owners and would be monitored. 

3.4   The Street Light (No.5) in David’s Lane was now working.  Councillor Pinner to check a further light.

3.5   It was noted that the one-off car event had been held in The Beonna car park, noting that 100+ cars had attended the event.

3.6   It was stated that no donation had been made to the Ukraine appeal as this was not council policy and not in our remit.

3.7   Councillor Pinner reported that a quote was still to be received regarding the church clock and some cost was being donated.  

4   NO DECLARATIONS OF INTEREST

5   NO PLANNING 

6   PARISH MATTERS

6.1   Highways  -  The Lincolnshire County Council List of possible problems to report was given to Councillor J Grant.

6.2   Councillor Grant Scheme  -  Councillor Bell still making enquiries regarding the land and Councillor Pinner stated that a walkway would be made, but leaving any trees and large bushes.

6.3   Queen Platinum Jubilee  -  It was stated that there would be an event at The Beonna, further details to be issued later.  Mention was made regarding the purchase of new village seating and the possible planting of trees.  Further enquiries to be made.

6.4   Data Protection  -  Councillor Holland completed and signed the documents which the other councillors had previously received in 2018. 

7   CORRESPONDENCE

7.1   Numerous emails including those from LALC, had been forwarded to all councillors.

7.2   The Clerks & Councils issue for April was handed to Councillor Pinner.

7.3   Boston Borough Council  -  Information on forthcoming events was left for The Beonna.

8   FINANCE

8.11   The Clerk presented the provisional account for the 2021/22 year, showing the breakdown, the reserves in hand and the precept spending for the year.  These would be formally agreed at the May meeting prior to the Annual General Meeting.

8.12   Notification had been received from the external auditors, with all the necessary documentation, and with Benington Parish Council coming under the £25,000 threshold would need to complete a Certificate of Exemption.

8.13   The Clerk stated that she had made arrangements with Evelyn Sands for the Internal Audit.

8.2   The clerk presented the up-to-date accounts and evidence of the bank balance.  This included half of the precept being received, less the footway lighting.

9   NEXT MEETING

The next meeting was arranged for 9th May 2022, to follow the Annual General Meeting at 7.00 pm at the Beonna.

There being no further business the Chairman thanked those in attendance and closed the meeting at 7.55pm
