BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 13th MARCH 2023 at 7.00 pm.

Boston Borough Councillors P Bedford and J Welbourn (arrived 7.15 pm)

Lincolnshire County Councillor P Skinner (arrived 7.08 pm)

1   APOLOGIES were received from Councillor R Bell.

2   MINUTES

The minutes of the Parish Council Meeting held on the 9th January 2023 having been previously circulated were approved and signed by the Chairman.

3   MATTERS ARISING

3.1   Bay Hall  -  This had been discussed between meetings with a response being sent to the Planning Inspectorate supporting Boston Borough Councill in their action.  No further information to date. 

3.2   No further information had been received regarding signage on the numerous problems with HGV’s turning off the main road into Hall Lane.

3.3   Councillor Pinner reported that he had a meeting with the tenant regarding the overgrown hedge near the Church, on Wednesday of this week.

3.4   An account had been received for the steel galvanised hoops at the Playing Field, with more work still to be done.

3.5   The broken rubbish bin at the playing field had not been dealt with, although locals had bagged up some rubbish.  Councillor Bedford stated he would arrange for a replacement bin, with the invoice being sent to the Clerk.

3.6   Councillor Grant reported that the appeal had been rejected for the occupier at Goldsons Corner, and checks would be made as to when the land is fully vacated.

3.7   Parish Lighting  -  Nigel Hall had replied to the enquiry regarding price increases and the type of lighting, but he was still waiting for information from the contractor.

4   NO DECLARATIONS OF INTEREST 

5   PLANNING 

5.1   B/22/0500  - The change of use from office to dwelling including roof extension, replacement fenestration, front door and external rendering at Sandygate, Lowfields Road, for Mr A Snowdon had been granted.

5.2   B/23/0038  -  No decision had yet been made regarding the outline planning permission for the demolition of former village hall and construction of one dwelling at Village Hall for Ms R Grant.  This had been discussed between meetings with no objections.

6   PARISH MATTERS

6.1   Highways  -  A temporary traffic restriction for utility assets upgrade would take place on West End Road, Fendyke End Lane and Barrs Lane between 28th March and 2nd May 2023.

It was stated that several potholes had been repaired and Councillor Grant stated he would continue to report accordingly.

6.2   Elections 4th May  -  It was stated that the Parish Council Election Packs were now available at Boston Borough Council.  Councillors were informed that they must make an appointment to hand in their nomination by the 4th April 2023.

6.3   Councillor Grant Scheme  -  It was hoped the work on the nettle patch would begin shortly..

6.4   Benington Emergency Plan  -  Noted at present that Mike Knowles as leader of the original joint village group had not stood down, although it was his intention to do so in the near future.  It was agreed that the Chairman and the Clerk look at the Plan for Benington in the first instance and report at the next meeting. 

6.5   King’s Coronation  -  Councillor Pinner stated that the Beonna were planning an event, but no details were available; the question of the council contributing was also mentioned. 

6.6   Planters  -  It was noted that the Planters had several dead plants and needed attention.  Councillor Pinner stated he would deal with this.

7   CORRESPONDENCE

7.1   Numerous emails including those from Boston Borough Council, Lincolnshire County Council, YMCA and LALC, had been forwarded to all councillors.  

7.2   Outer Dowsing Offshore  - Further information had been received on an alternative route option consultation.

7.3   Clerks and Councils Direct  -  March issue handed to Councillor Pinner.

8   FINANCE

8.1   The clerk presented the up-to-date accounts, and the draft receipts and expenditure account for 2022/23.  This also showed the amount of reserves in hand. 

8.2   The following payments had been authorised and paid between meetings and further agreed/authorised for payment.

8.3   It was also noted that the VAT claimed up to the end of January had been received.
 
9   NEXT MEETING

The next meeting was arranged for 15th May 2023, at 7.00 pm at the Beonna.  

10   ANY OTHER BUSINESS

10.1   Councillor Pinner stated that he had received a quote for the grass cutting of the mounds around the Beonna car park, which had previously been done by volunteers.  It was agreed that the council pay this account amounting to £280 + VAT for the year.

There being no further business the Chairman thanked those in attendance and closed the meeting at 7.55 pm
