BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 12th JUNE 2023 at 7.00 pm.

1    APOLOGIES were received from the Boston Borough Councillor D Broughton..

2    MINUTES

2.1    The minutes of the Annual General Meeting held on the 15th May 2023 having been previously circulated were approved and signed by the Chairman.

2.2    The minutes of the Parish Council Meeting held on the 15th May 2023 having been previously circulated were approved and signed by the Chairman.

3    MATTERS ARISING

3.1    Bay Hall  -  No further information to date. 

3.2    Signage for HGV’s turning off the main road into Hall Lane – Councillor Skinner reported that this had been looked at with no action being taken, although it was felt by the Parish Council that it would help to have the present sign nearer the turning.

3.3    Overgrown Hedge  -  It was stated that Councillor Holland had cleared some of the path and Councillor Pinner was still following this up.

3.4    Goldsons Corner  -  No further information to date.

3.5    Bede Crescent  -  The overhanging shrub was still blocking the path.  Councillor Pinner to contact LHP the owners of the property.

4    NO FURTHER DECLARATIONS OF INTEREST 

5    PLANNING

5.1    B/23/0142 – The application for proposed two storey side extension to create engineering workshop, engineering stores and canteen with proposed turnstile/pedestrian gate and palisade fence at T H Clements & Son had been granted.

6    PARISH MATTERS

6.1    Highways  -  Councillor Grant mentioned the broken bend sign on West End Road that had not been repaired and forwarded the information to Councillor Skinner.

6.2    Nettle Patch    -  Councillor Pinner reported he had a meeting with Ian Huskisson in the near future.

6.3    Footway Lighting  -  Information and the schedule/map had now been received from Nigel Hall (Boston Borough Council) on the type of lamps in place.  Councillor Pinner stated he would check the type of poles and report further.  It was provisionally agreed that LED replacements would be beneficial.

6.4    Benington Emergency Plan  -  Councillor Pinner stated this was still in progress.

6.5    Benington Website  -  The clerk reported that she had arranged with LALC (Pete Langford) who had now set up the website, which he would maintain.  This had cost £170 + VAT for 10 hours.  The clerk would in due course copy documents go him.

6.6    Grass Cutting, corner of David’s Lane and A52  -  A response had been received from Lincolnshire County Council confirming that the area is maintainable by LCC.  They would undertake to cut it three times a year or the Parish Council could enter into a Parish Agreement for which they would financially contribute.  After discussion it was agreed that the clerk request a Parish Agreement.

7    CORRESPONDENCE

7.1    Numerous emails including those from Boston Borough Council, Lincolnshire County Council, YMCA and LALC, had been forwarded to all councillors.  

7.2    Outing Dowsing  -  further information had been received, including consultation events.

8    FINANCE

8.1    Annual Audit  -  The clerk reported that the internal auditor had completed the internal audit for the year ending 31st March 2023 and no issues had been reported.      The clerk stated that to comply with regulations the documents would now go on the website and be forwarded to the external auditor in due course.  The notice publishing the said documents for the 30-day working day period for public rights would be displayed.

8.2    The clerk presented the up-to-date accounts, precept spending to date and evidence of the bank balance.  It was noted that the annual insurance had been paid (still under the 3-year agreement) and Boston Borough Council had been paid for the Litter Bin.

9    NEXT MEETING

The next meeting was arranged for 14th August 2023, at 7.00 pm at the Beonna.  

10    ANY OTHER BUSINESS

10.1    Councillor Pinner mentioned that the churchyard had a problem with rats, and he had made immediate arrangements.  The actual cost to be discussed further.  

There being no further business the Chairman thanked those in attendance and closed the meeting at 7.50 pm.
