BENINGTON PARISH COUNCIL

MINUTES OF THE ANNUAL GENERAL MEETING HELD IN THE BEONNA ON MONDAY 15th MAY 2023 at 7.00 pm

PRESENT:

Parish Councillors K Pinner (Chairman), G Gostelow, J Grant and B Holland

Boston Borough Councillor P Bedford 

2 members of the Public

1   APOLOGIES received from the new Boston Borough Councillor D Broughton.

2   ELECTION OF CHAIRMAN

Councillor Grant proposed, Councillor Gostelow seconded, and it was agreed that Councillor Pinner be re-elected.  

3   DECLARATION OF ACCEPTANCE

Councillor Pinner duly signed the declaration of acceptance for the office of Chairman.

4   ELECTION OF VICE-CHAIRMAN

Councillor Pinner proposed, Councillor Grant seconded, and it was agreed that Councillor Gostelow be re-elected.
 
5   MINUTES OF THE ANNUAL GENERAL MEETING held on the 9th May 2022 having been previously approved on the 13th June 2022 were adopted and signed by the Chairman as a true record.

6   ACCOUNTS FOR THE YEAR ENDING 31st MARCH 2023

The accounts for the financial year 2022/2023 had been discussed in draft form at the March meeting and were presented to the meeting.  These were proposed by Councillor Gostelow, seconded, by Councillor Grant and accepted.  They showed a balance of £336.81 of receipts over payments with an end of year balance of £29,561.46, with over £10,000 set aside for future projects.

7   APPOINTMENT OF A HIGHWAYS LIAISON OFFICER

Councillor Pinner proposed, Councillor Holland seconded, and it was agreed that Councillor J Grant be elected.

8   Chairman’s Report 2022/23  -  presented by K Pinner

PUBLIC FORUM AT PARISH MEETINGS

All meetings are opened with a public forum where members of the public are invited to attend and bring to our attention any issues, they would like us to consider. 

2022/2023 year saw quite a few meetings with group attendance from the Bede Crescent area bringing concern regarding activities at Bay Hall, we have addressed these as necessary, and thanks to Councillor Bedford for his input on the matter. 

PARISH COUNCIL MEMBERS

Well done to all members for re-submitting their application to remain on the Parish Council and this in turn led to an uncontested result meaning there was no election needed again this round. 

HIGHWAY LIASION OFFICER

This post was held once again by Councillor Grant and thanks to him for diligently reporting areas of concern to the highways department.  

PARISH WORKER

Mr Roy Hammerton is still in post on this one, but due to ill health, he has not been able to get round as often as he would have liked. Thanks go to him for attempting when possible and I would like to wish him a speedy recovery. 

PARISH COUNCIL WEBSITE

This is still proving to be quite difficult to navigate, so thanks to Mrs Barnes for maintaining the web site as good as is possible even though they have made some more changes to the format.

PLAYING FIELDS 

T A Blackamore has retained the contract for this one (along with the Beonna churchyard and the areas at the approach to David’s Lane / A52) and they have maintained it to a good standard. 

A new dog bin has been installed at the foot / pedestrian entrance adjacent to Bede Crescent and some work has been started on that entrance, yet to be completed. Money has been budgeted for that and work booked to complete shortly. 

BEONNA AT ALL SAINTS

The Beonna is now becoming quite active and there is an extensive events calendar for 2023, private bookings also added in where required. Our support to this project is as important as ever, and we have added the grass bank cutting round the carpark with Blackamore’s to this one. 

I would like to take this opportunity to thank all Parish / Borough / County councillors for their attendance and input during the last year, and also, congratulations to all Borough Councillors who were elected at the recent elections. 

And last put not least to Mrs Barnes for her professional attitude to her duties, the extra workload experienced during the year, being the main contact for all emails and correspondence and for her support to me during 2022/2023

There being no further business the meeting closed at 7.10 pm.
