BENINGTON PARISH ANNUAL MEETING

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 13th MAY 2024 at 7.15 pm.

1   APOLOGIES were received from Boston Borough Council D Broughton, who had sent a report.
 
2   MINUTES

The minutes of the Parish Council Meeting held on the 16th April 2024 having been previously circulated were approved and signed by the Chairman.

3   MATTERS ARISING

3.1   Trampoline   -  Councillor Grant on behalf of the Parish Council thanked Councillor Bedford for his prompt attention to this and it had been cleared immediately.

3.2   RAF Coningsby Heritage Centre  -  The clerk stated that she had been in further contact and hoped that a date for a visit would be arranged later.  The research on the crash and the crew was shown to all councillors, which was still ongoing.

4   NO DECLARATIONS OF INTEREST 

5   NO PLANNING

6   PARISH MATTERS

6.1   Highways  -  Councillor Grant reported on several items and also mentioned that he would replace several of the passive signs which had deteriorated.  Mention was made regarding a temporary traffic restriction at Benington Sea End for emergency cabling and a temporary traffic restriction on West End Road for drainage improvement during 10th – 14th June.

6.2   Footway Lighting  -  No further information to date.

6.3   Parish Agreement for Grass Cutting  -  Councillor Pinner stated he would be dealing with this.

6.4   Parish Liaison Meeting  -  Councillors Pinner and Gostelow had both attended this meeting on the 17th April.  They stated there had been good information and they had mentioned the A52/Hall junction.

6.5   Litter Picker  -  It was noted that to date only one applicant had applied and it was agreed to invite him to the next meeting.  The Job Description was discussed, to be finalised.

6.6   Outer Dowsing Offshore Wind Update  -  Further information was handed to Councillor Grant.

7   CORRESPONDENCE

7.1   Numerous emails including those from Boston Borough Council, Lincolnshire County Council, and LALC, had been forwarded to all councillors.  

7.2   Clerks & Councils Direct  -  The May issue was handed to Councillor Pinner.

8   FINANCE

8.1   Annual Audit  -  The clerk reported that the internal auditor had completed the internal audit for the year ending 31st March 2024 with no issues.  The clerk stated that to comply with regulations the documents would now go on the website and be forwarded to the external auditor in due course.

8.2   The clerk presented the up-to-date accounts; noting that the first half of the precept had now been received.

9   NEXT MEETING

9.1   The next meeting was arranged for 10th June 2024, at the Beonna at 7.00 pm.

There being no further business the Chairman thanked those in attendance and closed the meeting at 8.00 pm,
