BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 10th JUNE 2024 at 7.00 pm.

1   APOLOGIES were received from Councillors, R Bell and S Holland and Boston Borough Councillor D Broughton, who had sent a report.
 
2   MINUTES

2.1   The minutes of the Parish Council Annual Meeting held on the 13th May 2024 having been previously circulated were adopted and signed by the Chairman.

2.2   The minutes of the Parish Council Meeting held on the 13th May 2024 having been previously circulated were approved and signed by the Chairman.

3   MATTERS ARISING

3.1   RAF Coningsby Heritage Centre  -  The clerk stated that the research on the WW2 crash and the crew was still ongoing.

3.2   Outer Dowsing Offshore Wind Update  -  Further information regarding a meeting at the Beonna on the 5th July had been circulated and several councillors stated they may attend.
  
4   NO DECLARATIONS OF INTEREST 

5   PLANNING

5.1   B/24/0152  -  The application for alterations to equipment housings and external transformer enclosures at Wrangle Solar Farm, Land at Leverton Ings  (next to the Benington border) had been granted.
  
5.2     B/24/0218  -  The application for a Certificate of Lawfulness to confirm that a material commencement took place with the statutory time limit under Condition 1 of approval B/07/0559 at Seas End Farm, Sea End Road for Mr J Cheer was discussed.  No objections.

6   PARISH MATTERS

6.1   Highways  -  Councillor Grant reported that he had replaced several passive signs. Mention was made regarding a temporary traffic restriction at Benington Sea End for emergency cabling and a temporary traffic restriction on West End Road for drainage improvement during this week, 10th – 14th June.

Councillor Skinner reported on an extension to the 30mph on Davids Lande.

6.2   Parish Agreement for Grass Cutting  -  Councillor Pinner stated he hoped to deal with this.

6.3   Clean-up Date  -  It was agreed to hold in conjunction with the Boston Clean-up Day.  The Clerk to find out the date.

Litter Picker  -  Councillor Pinner stated he would try to get this sorted.

7   CORRESPONDENCE

7.1   Numerous emails including those from Boston Borough Council, Lincolnshire County Council, and LALC, had been forwarded to all councillors.  

7.2   The Clerk confirmed that she had booked the LALC conference in July, with an overnight stay at the Hotel.   

8   FINANCE

8.1   Annual Audit  -  The clerk reported that the exemption certificate had been sent to the external auditors and had been acknowledged.  The documents for 2023/2024 were now on the website.

8.2   Financial Regulations  -  A new Financial Regulations template had been produced by NALC in April 2024, and the Clerk had modified them for Benington and handed out copies for the Councillors to check/amend accordingly.  These hopefully would be adopted at the August meeting. 

8.3   The following payments was had been authorised and paid between meetings.

9   NEXT MEETING

9.1   The next meeting was arranged for 5th August 2024, at the Beonna at 7.00 pm.

There being no further business the Chairman thanked those in attendance and closed the meeting at 7.40 pm,
