BENINGTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD VIA ZOOM ON THURSDAY, 11th MARCH 2021 at 8.00 pm

PRESENT:

1   APOLOGIES were received from the Police.

2   POLICE MATTERS

PSCO K Rayment had reported incidents to date, 1 incident of anti-social behaviour in Lowfields Road, 1 road traffic collision in Hall Lane and 1 transport hazard on the main A52.

3   MINUTES

The minutes of the parish council meeting held on the 19th October 2020, together with the records of major discussions held during November and December 2020 and December 2020 and January 2021 having been previously circulated were approved.

4   NO MATTERS ARISING

5   NO DECLARATIONS OF INTEREST

6   PLANNING

6.1   B/21/0049  -  Application for removal of condition ii attached to Planning Permission B03/0604/98 (as approved with appeal reference  APP/Z25025/A/99/1022923) at Sandygate, Lowfields Road, had been discussion fully between meetings.  Councillor Sharpe had declared an interest as he knew the applicant. Comments sent to Boston Borough Council:

This has been discussed by Benington Parish Council, and whilst they have no objection to the removal of the condition, it was noted that the said building should not be a residential property or sold as such.

7   PARISH MATTERS

7.1   Highways - Information had been received that there would be a temporary traffic restriction on Barrs Lane (between Fendyke End Lane and Hall Lane) for Pole replacement, on 18th/20th April 2021.

It was noted that Potholes were an ongoing problem, especially in West End Road. Councillor Grant stated he had reported several times.

7.2   Playing Field  -  Councillor Pinner reported that he had spoken with Blackamore’s and it was anticipated that grass cutting would commence shortly, in anticipation that further work and the nettle patch could be dealt with.

7.3   Bus Shelter  -  Councillor Pinner stated that he was in touch with Pearson’s in the hope
that the shelter could have extended legs and would report accordingly.
 
7.4   Parish Website  - The clerk stated that the old website had now been switched off and the new one was now available, the content was still ongoing, and progress was being made.

8   CORRESPONDENCE

8.1   Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors.

9   FINANCE

9.1   The account up-date had been forwarded to all councillors, noting that a donation of £1500.00 had been forwarded to The Beonna, and thanks received.

9.2   Further payments to J Barnes (Salary and Expenses) for £740.66 and HMRC £80.00 were agreed

9.3   It was stated that the quotation from Blackamore’s for the grass cutting had been accepted, in consultation with the Chairman, and noted that it was only a 3% increase on the previous season, which would include the two areas in front of the gates at the Church car park.

9.4   It was recorded that money was in hand for the Playing Field  -  £3000; Bus Shelter  - £2000 and Speed Watch  -  £2000.

10   NEXT MEETING

10.1   The next meeting, in April would be arranged by Councillor Pinner.

11   ANY OTHER BUSINESS

11.1   The meeting was informed that the Village Hall site had finally been sold.

11.2   Councillor Pinner gave an update on the Beonna and stated that hopefully it would be able to open soon.

There being no further business the Chairman thanked those in attendance and closed the meeting at 8.35pm
