MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 12th APRIL 2021 AT 7.00 PM

1        APOLOGIES were received from Councillor R Bell

2        NO POLICE MATTERS

3        MINUTES

The minutes of the parish council meeting held on the 11th March 2021 having been previously circulated were approved and signed by the Chairman.

4        NO MATTERS ARISING

5        NO DECLARATIONS OF INTEREST

6        PLANNING

6.1     B/21/0049  -  The application for removal of condition ii attached to Planning Permission B03/0604/98 (as approved with appeal reference APP/Z25025/A/99/1022923) at Sandygate, Lowfields Road, had been granted.

7        PARISH MATTERS

7.1     Highways  -  Issues being reported as required.

7.2     Playing Field  -  Councillor Pinner reported that he would speak with Blackamore’s again and make enquires regarding a new quote from Jeff Royle.

7.3     Bus Shelter  -  Councillor Pinner stated that he would be in touch with Pearson’s and Councillors Pinner, Grant and Gostelow agreed to move this forward.

7.4     Standing Orders  -  It was unanimously agreed to approve the current Standing Orders.

7.5     Financial Regulations  -  It was unanimously agreed to approve the current Financial Regulations.

7.6     Asset Register  -  It was unanimously agreed to approve the Asset Register, (at £37,310) with the amendment that the War Memorial is now back at All Saints’ Church (The Beonna).  It was noted that once the Bus Shelter is in position, this would be added to the Register.

7.7     Risk Assessment  -  It was unanimously agreed to approve the Parish Council Risk Assessment, making the amendment regarding the position of the War Memorial and the new details for the website.

8        CORRESPONDENCE

8.1     Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors.  Copies of the Clerks and Councils Direct were handed to the Chairman.

8.2     Information from RBLI regarding VE Day, 8th May 2021 was handed to Councillor Pinner who would pass on to the manager of the Beonna. 

9        FINANCE

9.1     The Clerk presented the Accounts for the year ending on the 31st March 2021 showing a balance of receipts over payments of £5,478.22.  The councillors accepted these and they would now be presented for formal approval at the Annual General Meeting.  The end of year balance was £29,257.13, which included reserves in hand, Bus Shelter, £4,000; Speed Watch, £2,000 and Playing Field, £4,000. All relevant documents were signed by Councillors Pinner and Gostelow.

9.2     The Clerk stated that the external documents had now been electronically received from PKF Littlejohn (the same auditors as the previous year) and she had arranged meetings with Evelyn Sands, Internal Auditor.  The documents would be prepared for the Annual General Meeting by the Clerk and the Chairman.

9.3     The account up-date had been forwarded to all councillors, noting that the VAT for 2020/21 had been received and the April precept (less the footway lighting cost) had also been received.

10      NEXT MEETING

10.1    The next meeting, was arranged for 10th May 2021, which would begin with the Annual General Meeting.

11      ANY OTHER BUSINESS

11.1    It was noted that chevrons on West End Road were broken, Councillor Skinner to report.

There being no further business the Chairman thanked those in attendance and closed the meeting at 7.45pm
