MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 24th MARCH 2025 at 7.00 pm.

1.1 APOLOGIES were received from Parish Councillor R Bell
 
1.2 COUNCILLOR VACANCY  -  The Clerk reported that Boston Borough Council had advertised this vacancy, with the final date for a request for an election being on the 25th March.  If no request had been received, the Parish Council would be able to co-opt, and this would be advertised accordingly.
 
2 MINUTES
The minutes of the Parish Council Meeting held on the 24th February 2025 having been previously circulated were approved and signed by the Chairman.
 
3 MATTERS ARISING
3.1 Parish Liaison Meeting  -  Councillor Pinner reported on the recent meeting, and it was reported that the next meeting would be on the 12th June 2025.
 
4 NO DECLARATIONS OF INTEREST 
 
5 PLANNING
5.1 B/25/0087  -  Scoping opinion under Regulation 10 and 11 of the Town and Country Planning (Environmental Impact Assessment Regulations 2017)  (The EIA Regulations) with respect to the Ossian Offshore Windfarm.  No observations.
 
5.2 TPO/25/0002-3-4-5-6-7  -  Application for Tree Preservation Orders for Rose Lea, East of the A52, Churchyard, Old Butchers Arms, Five Trees and East of Davids Lane.  These applications were discussed with no objection. 
 
6 PARISH MATTERS
6.1 Highways  -  The condition of Lowfields Lane and West End Road was mentioned again and noted that they had been reported.
 
 6.2 Playing Field  -  Nothing further reported.
 
6.21 Play Equipment Fencing  - Nothing further reported.
 
6.22 Playing Field Usage  -  Further communication had been made with the British School of Sport, and they now had the keys to the portacabin.  Further detail left to Councillor Pinner.
 
6.3 Village Sign  -   Councillor Grant stated he was still waiting for a response, now well over 2 months.  Councillor Skinner to see if at least an acknowledge could be received.  To be discussed further at the May meeting.
 
6.4 Clean-Up  -    Notices had been placed for the event on Sunday, 6th April.
 
6.5 Elections  -  Notifications had been received regarding the forthcoming County Council and Mayoral Elections being held on 1st May 2025.  Notices would be displayed accordingly.
 
7 CORRESPONDENCE
7.1 Numerous emails including those from Boston Borough Council, Lincolnshire County Council  and LALC, had been forwarded to all councillors. 
 
7.2 Clerks & Councils Direct  -  The March issue handed to Councillor Pinner. 
 
8 FINANCE
8.1 The clerk presented the up-to-date accounts, noting that the first of the Bank Charges of £4.75 had been debited from the Community Account.

8.3 The draft accounts for 2024/25 were discussed, and the Clerk stated that copies would be circulated at the end of the month, for approval at the May meeting.  
 
9 NEXT MEETING
9.1 The next meeting was arranged for 19th May 2025, at the Beonna following both the Annual Parish Meeting (when the Council Chairman would give his report) and the Annual Parish Council Meeting, commencing at 7.00 pm.
 
There being no further business the Chairman thanked those in attendance and closed the meeting at 7.50 pm.
