MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE BEONNA ON MONDAY 20th OCTOBER 2025 at 7.00 pm.

1 APOLOGIES were received from Parish Council J Grant, Boston Borough Councillor D Broughton and Lincolnshire County Councillor A Arundell.
 
2 MINUTES
The minutes of the Parish Council Meeting held on the 18th August 2025 having been previously circulated were approved and signed by the Chairman.
 
3 MATTERS ARISING
3.1 Parish Liaison Meeting  -  Councillor Pinner confirmed that he hoped to attend the next meeting on Thursday, 23rd October 2025.
 
3.2 Playing Field – Dog Bins  -  Permission had been received for Benington Parish Council to move one of the bins, Councillor Pinner stated he would be doing this shortly.
 
3.3 Magazine  -  It was noted that the FBBL Magazine was now being published and available at The Beonna and also it was online..
 
4 NO DECLARATIONS OF INTEREST 
 
5 PLANNING
5.1 B/25/0314  -  No decision had been received regarding the conversion of garage to self-contained accommodation including alterations and extension (works already started) at Bay Hall, Hall Lane.  It was noted that the Environment Agency had objected because of the risk of flooding.
 
5.2 B/25/0363  -  The application for a proposed rear extension to an existing dwelling at 1 Bede Crescent for Mr R Donn had been received between meetings and had already been granted.
 
6 PARISH MATTERS
6.1 Highways  -  The broken chevron on the West End bend had been reported but not yet repaired.
 
Councillor Pinner reported that the county re-surfacing of the A52 through Benington was much improved.
 
6.21 Playing Field  -  It was noted that the play equipment was being regularly checked by Councillor Fenwick.
 
6.22 Play Equipment Fencing  - It was stated that a quote for fencing had been received, and an application for funding, possibly with GRASSroots, would be investigated.
 
6.23 Playing Field Usage  -  Councillor Pinner stated that the British School of Sport were making preparations to mark the pitch, with one full-size and two smaller pitches.  They would also level out the necessary areas. It was noted that they were applying for funding from FA Lincolnshire, and in consequence Councillor Pinner was drawing up an Agreement for Access Form.  
 
6.3 Annual Playground Inspection  -  A quotation of £160 + VAT for the annual inspection had been received and the date was yet to be confirmed.
 
6.4 Defibrillator -  The Chairman confirmed that this was regularly checked.
 
6.5 LCC Salt Bags  -  It was noted that no convenient place was available in Benington, but that the grit bins were checked accordingly.
 
7 CORRESPONDENCE
7.1 Several emails including those from Boston Borough Council, Lincolnshire County Council 6 and LALC, had been forwarded to all councillors. 
 
7.2 The September edition of the Clerks and Councils Direct was handed to the Chairman.
 
8 FINANCE
8.1 The Clerk reported that the village sign had been added to the insurance, with no extra cost this financial year.  The village sign was also added to the Asset Register.
 
8.2 The clerk presented the up-to-date accounts.

8.4 The chairman explained in detail the extra payments made to HMRC.
 
9 NEXT MEETING
9.1 The next meeting was arranged for 24th November 2025, at The Beonna, commencing at      7.00 pm.
 
9.2 The December meeting/meal would be held at the Bricklayers, on Tuesday, 16th December.  
 
 
There being no further business the Chairman thanked those in attendance and closed the meeting at 7.45 pm.
